What happens next
  1. Each recommendation appears in Pending approvals with its evidence (the signal values that tripped the rule).
  2. An operator approves or rejects per campaign — nothing reaches a platform automatically (pilot: recommend-only).
  3. On approval, the change fans out via the normal sync path and is logged to the customer event log.
  4. Dismissed / approved outcomes feed back into the rule’s fire-rate stats for tuning.
