Grant which campaign types each organisation can run. "Direction" (App promotion vs Lead generation) is derived from these grants. Super-admin sees and edits all. This grid is the cross-tenant overview — edit a single tenant from its organisation page.

Toggling an entitlement off hides that campaign-type option from the tenant's create wizard immediately; in-flight campaigns of that type are unaffected. Edits emit a customer_events row of type ad_type_entitlement_changed for the audit trail (ADR 0010, decision D14).
